No fee is involved in the surprise transfer deal and both players have agreed four-year contracts at their new clubs.Amelia is a product of Roma's youth system and joined Palermo from Livorno last summer.
Capped nine times by Italy, the 27-year-old has also played for Parma and Lecce in Serie A.
Genoa, who finished fifth last term, begin their UEFA Europa League bid in the Play-off round on 20 and 27 August, with the draw on Friday. They have already signed Rodrigo Palacio, Hernan Crespo, Houssine Kharja, Alberto Zapater, Sergio Floccari, Andrea Esposito and a number of other young prospects this summer.
Rubinho, who turned 27 today, joins Palermo after three seasons at Genoa where he played 37 times in Serie A last term.
The Sicilians have also been busy in the transfer market, signing the talented Argentine duo of Javier Pastore and Nicolas Bertolo so far this summer.
