Arnautovic had been expected to link up with Inter earlier in the summer after the Italian champions agreed a deal with Twente. However, an injury which will sideline the Austrian for several months prevented a five-year contract from being finalised.
The two clubs have now settled on a compromise which will see Arnautovic move to the San Siro initially on loan with a view to a permanent deal.
If Arnautovic plays a specified number of matches upon his return to fitness then he will sign a five-year contract and Twente will receive a fee of 10million euros.
But if the 20-year-old does not feature in enough games under Nerazzurri coach Jose Mourinho then he will return to play in the Netherlands.
